A. = These regulations are established by = the=20 Administration of Georgia Southwestern State University which holds = ultimate=20 authority for administering and enforcing traffic and parking = regulations on the=20 Georgia Southwestern State University Campus. The Administration = reserves=20 authority to make changes as needed in parking areas, traffic flow = patterns and=20 such other changes as traffic conditions warrant. Prior notification of = such=20 changes (except on an emergency basis) will be made to the University = Community.=20

These = regulations shall=20 be in effect in all areas of Georgia Southwestern State University = Campus.=20 They are intended only to supplement the State of Georgia Vehicle = Laws,=20 all provisions of which apply to the campus. =93Motor Vehicle=94 = includes every=20 vehicle that is self- propelled.

The=20 purpose of these regulations is to facilitate the safe and orderly = conduct of=20 University business and to provide parking facilities in support of = this=20 function within the limits of available space.

Students are = required=20 to observe these regulations as a condition of attendance at the = University;=20 faculty and staff members are required to observe them as a condition = of=20 employment.

Public = Safety is=20 responsible for implementation and enforcement of these regulations, = as well=20 as placement and maintenance of traffic control devices. Public Safety = officers are State Law Enforcement Officers.

The=20 University shall have no responsibility for loss or damage to any = vehicle or=20 its contents while operated or parked on the Georgia Southwestern = University=20 Campus.

Vehicle=20 Registration

WHO MUST REGISTER THEIR=20 VEHICLE?

Each student ( including full-time, part-time, = auditors,=20 evening, summer, graduate, and special) taking courses; and each member = of the=20 faculty, staff, and administration of Georgia Southwestern State = University must=20 register any motor driven vehicle operated on campus. A period of five class days is = allowed at=20 the start of each semester for decals to be picked up and displayed. = At=20 other times vehicles must be registered on the first class day they are = operated=20 on campus.

TO REGISTER A=20 MOTOR VEHICLE

Vehicles may = be=20 registered during the official day of registration at the beginning of = each=20 semester at the Public Safety office.
All=20 identification decals, forms and information may be obtained at the = Public=20 Safety office by submitting the following information:

State = license plate=20 number.=20
Descriptive vehicle=20 information (make, model, color).

NOTE: = Decals are=20 non-transferable and must be removed before sale of vehicle.

VEHICLE = IDENTIFICATION

Student Vehicles
1. All = Students=20 operating a motor vehicle on campus shall be issued a Vehicle = Identification=20 Decal which is valid for the current academic year (Aug. = 1^st=20 =96July 31^st).=20
2. A fee of = $18.00 per=20 vehicle is assessed for decals issued during fall semester. The fees = are=20 charged per semester for subsequent decals are as follows: =

Spring Semester =20 $8.00

Summer Term &nbs= p; =20 $4.00

Replacement Decals are = $2.00

The decals are valid for = the=20 remainder of the academic year after issue date. All decals expire at = the end of=20 summer term.

In order = for a=20 vehicle to be properly registered, the current parking fees must be = paid and=20 a current Vehicle = identification=20 Decal must be attached to and displayed in the lower left corner of = the rear=20 window (outside) or attached to and displayed on the rear bumper of = the=20 vehicle.
Student = Parking=20 Permits allow the operator to park only in the specified zone during = hours=20 of 7 a.m. and 11:00 = p.m.=20 daily during scheduled classes and examinations.
Temporary = permits=20 will be issued at no charge when a registered vehicle is out or = order and=20 another vehicle must be used for a period of time not to exceed = seven (7)=20 days. (Limit of two (2) per person per quarter).
The = registration of=20 motor homes, campers and recreational type vehicles is prohibited. = Only=20 temporary permits will be issued to vehicles of this, pending the = approval=20 of the Director of Public Safety.

Persons with = ambulatory handicaps, either permanent or temporary, having a motor = vehicle=20 properly registered may obtain special parking permits from Public = Safety with=20 proper documentation from the Herschel A.=20 Smith Health Center or personal physician.=20
Temporary = and handicap=20 permits shall be displayed on the left rear window of vehicle in full = view at=20 all times.
Exceptions: =

Education = majors=20 who are student teaching and living off campus are exempt from = vehicle=20 registration requirement for the semester in which they are student=20 teaching. However, any citation received must be responded to and = the=20 recipient=92s status as to student teaching verified.=20
Persons = enrolled in=20 Continuing Education programs only, are exempt from the vehicle = registration=20 requirement.

FACULTY/STAFF VEHICLES=20

Faculty/Staff=20 decals are issued at the Public Safety Office. LIMIT of two decals = per=20 person.=20
Decals must be displayed = and=20 attached to the lower left corner of the rear window (outside) or on = the=20 left corner of the rear bumper of the vehicle.=20

PARKING: GENERAL

Generally, = the=20 location for parking a given motor vehicle on campus streets and lots = will be=20 authorized according to the alphabetical zone letter validated on the = Parking=20 Decal. However, any properly registered vehicles may be parked in any=20 designated parking area during nonrestricted hours (11 = p.m.- 7 a.m.). Exceptions: Residence hall = directors,=20 service vehicle spaces, doctor, patients, emergency vehicles at = Herschel = A. Smith=20 Health Center and in parking lots = designated=20 for on campus (residence students) or in designated =93Handicap=94 = spaces.=20
Parking in = front of=20 Duncan Hall and Complex III is prohibited. Students and visitors = calling on=20 residents of Duncan Hall and Complex III only, shall park in the = Visitor=92s=20 Parking Lot (south of CX III).=20
Parking on = all campus=20 streets and lots shall be within=20 marked spaces. Parking in center lanes of parking lots or on=20 entrance/exits of drives in any parking lot is prohibited.=20
Stopping on = thoroughfares and/or parking at yellow curbs (anywhere) in driveways, = service and=20 delivery zones, entranceways, or lawns and athletic fields is = prohibited.=20
Parking = zones for=20 various permit types are designated on the accompanying campus map.=20
Parking = automobiles=20 in spaces designated for motorcycles in prohibited.=20
=93Handicap=94 parking=20 spaces (blue areas) are restricted to the use of those persons who = have=20 documented mobility limitations.

This documentation = must be=20 verified through the Herschel A.=20 Smith Health Center of doctor

NOTE: It is the = responsibility of=20 the motor vehicle operator to find a legal parking space. Lack of = convenient=20 space is not considered a valid excuse for violation of any parking = regulations.=20 Rain or inclement weather will not alter any of the provisions of these=20 regulations.

PARKING: = FACULTY/STAFF

A. All = faculty/staff=20 registrants shall park in area designated as faculty/staff parking or in = all=20 zone parking areas. Faculty parking in student areas is prohibited.

B. The following=20 faculty/staff areas are restricted:

Rear of Cafeteria-Food = Service=20 personnel only

Rear of = Bookstore-Bookstore, Post=20 Office, Snack Bar and OSL

Personnel only.

Rear of Library-Library = Staff=20 only.

PARKING:=20 STUDENTS

A. All students = who reside=20 in residence halls on campus are considered on-campus students. All = regular=20 daytime students, evening students and Saturday students who commute are = considered off-campus students only.

B. =93Zone X = Parking=94- For all=20 off=96campus students.

C. Zone-B Parking = for=20 on-campus students

D. Ambulatory = handicapped=20 students who have their motor vehicle properly registered and who have = secured a=20 =93Handicap=94 permit may at any time park their vehicle in any marked = space=20 designated for faculty/staff residence hall or off-campus student = parking, but=20 not in =93handicap=94 space (blue).

E. The = parking lot on=20 the south side of the James Earl Carter Library is open to all zones, = faculty=20 and staff. PARKING ON YELLOW CURB BEHIND LIBRARY IS PROHIBITED.

F. Parking = on=20 Perimeter=20 Road is prohibited.

G. Students having = business=20 in the Administration building should park in the 15 minute zone behind = the=20 Administration=20 Building.

=20 PARKING: VISITORS

A. Visitors are = persons not=20 connected with the campus who occasionally have business or other = reasons to be=20 on campus.

B. Visitor parking = spaces=20 are provided in front of the Administration Building and so are = designated.

C. Visitors who = intend to=20 stay on campus for a period exceeding eight (8) hours shall register = their=20 vehicle at no charge and shall park their vehicles in areas designated = by Public=20 Safety.

PARKING:=20 GEORGIA SOUTHWESTERN = OWNED/SERVICE VEHICLES

A. GSW service and = contract=20 service vehicles are to park in compliance with these regulations. = Exceptions=20 must be approved by the Director of Public Safety.

B. GSW vehicles = are not=20 given special privileges. They are to be parked in areas prescribed in = this=20 document in accordance with the office of facility that uses them.

=20 VEHICLE OPERATION

A. All persons = operating a=20 vehicle on University property shall be properly licensed operators.

B. Pedestrians = have the=20 right-of-way on campus except where traffic is regulated by Safety = Officers.=20 Extreme caution must be exercised in the vicinity of Early Childhood = Lab.

C. Under normal = conditions,=20 the maximum speed limit on campus is 20 M.P.H. However, vehicles may not = be=20 operated at any speed which is excessive for the conditions which may = exist as a=20 result of weather, traffic congestion, pedestrians, etc.

D. Traffic control = signs,=20 devices and directions of Safety Officer shall be obeyed.

E. All = persons=20 operating vehicles are responsible for maintaining control of the = vehicle, safe=20 operation and observance of traffic control signs, barriers and = devices.

F. Operating = a motor=20 vehicle in any area other than a street or roadway intended for motor = vehicles=20 is prohibited.

G. Identification = Cards and=20 Valid Drivers Licenses shall be presented upon request by Public Safety=20 Personnel.

H. All accidents = occurring=20 on campus shall be reported at the Public Safety Office immediately and = before=20 the vehicle(s) are moved unless such vehicle(s) would impede emergency=20 vehicles.

Violations = and=20 Penalties

VIOLATIONS=20 AND PENALTIES

The person to whom a = vehicle=20 is registered is held fully responsible for any violation involving the = vehicle,=20 even if another person was using the vehicle at the time of the = violation. A ticket is not excused on the = plea that=20 another person was driving the vehicle.

VEHICLE = PARKING=20 VIOLATION

Fines for violations = listed below=20 are as follows: First offense = $10.00;=20 second offense $20.00; third and each subsequent offense $30.00. = Violations=20 run consecutively throughout the academic year and do not start anew at = the=20 beginning of each semester.

Parking = in no=20 parking, loading zone, yellow curb, reserved spaces or on grass.=20
Parking = in the fire=20 lane, blocking or obstructing traffic, street, and sidewalk, fire = hydrant,=20 building entrance or exit or another vehicle.=20
Parking = in handicap=20 space, blocking entrance or exit at handicap space.=20
Parking = in=20 ambulance, doctor, or nurses spaces.

VEHICLE = MOVING=20 VIOLATION

All moving violations = will be=20 cited under the Uniform Traffic code of Georgia or local City Ordinance = AND will=20 be adjudicated through State Court=20 of Sumter County=20 OR the local = Municipal=20 Court.

Enforcement=20 and Appeals

ENFORCEMENT

A. University = violation=20 citations should be responded to at the Cashier=92s Office within three = (3) days=20 (excluding Saturdays, Sundays, and Holidays).

B. Payment should = be made or=20 notice of appeal shall be filed within the above stated time. (Appeal = forms are=20 available at the Office of Student Life.)

C. Failure to = comply with=20 above stated procedures forfeits all rights of appeal and the penalty or = failure=20 to respond shall be imposed in addition to the offence penalty.

D. Flagrant = violator=92s=20 vehicles are subject to immobilization. (Flagrant violators are persons = who=20 accrue repeat violations and fail to respond to citations and letters of = notification.) Vehicles tat are parked in a manner that creates a = traffic=20 hazard, inconvenience or nuisance are also subject to = immobilization.

1. Vehicles = will be=20 immobilized by placing a restraining device on a wheel of the =20 vehicle. Any attempt to move a vehicle which has been immobilized = may=20 result in damage to the vehicle. The operator will be notified of his = vehicle=92s=20 immobilization by the placing of conspicuous notices on the windshield = and left=20 front door handle of the vehicle.

2. The = University is=20 not responsible for any damage incurred as a result of attempting to = operate a=20 vehicle that has been immobilized. Operators are liable for any damage = to=20 immobilizers as a result of any forceful or illegal removal of the = device.

3. Operators = of=20 vehicles that have been immobilized must report to the Public Safety = Office and=20 arrange for removal of the device.

4. = Delinquent student=20 fines will be handled the same way as any other fee or payment due at = the=20 University.

5. = Delinquent faculty=20 or staff fines will be handled the same as any other fee or payment due = at the=20 University.

E. TOWING = POLICY

1. Certain = areas on=20 CAMPUS are designated as TOW ZONES. These areas include Perimeter = Road in=20 front of Duncan Hall and Complex III, the access street from Perimeter = Road to=20 Marshall=20 Student Center (including the circle) in = front of=20 Jordan Hall, the area immediately in front of the Lobby Entrance to = Collum II=20 and Prance Hall, and the service street to the rear of the James Earl = Carter=20 Library. The above areas are clearly marked with signs indicating =93No = Parking=20 Anytime=85Tow Zone=94.

2. Vehicles = parked in=20 the indicated area will be towed at the owner/operator=92s expense. The=20 owner/operator must make arrangements with Public Safety and obtain a = Release=20 form. The Release Form must then be presented to the towing company=20 before the vehicle will be relinquished. The tow fee and = applicable=20 storage fee(s) must be paid directly to the company. These fees are = in=20 addition to the Public Safety citation fine(s) which is paid = directly to the=20 Public Safety Officer.

In = addition,=20 vehicles issued 3 citations for not being properly registered and = there has=20 been no response from the operator to the Public Safety offices are = subject=20 to be towed according to paragraph 2.

APPEALS

A. &n= bsp; =20 Student appeals from traffic citations must entered by completing = all=20 appropriate forms at the Public Safety Office within three (3) days, = excluding=20 weekends and holidays, of receiving the citation. In general, such = circumstances=20 as ignorance of the law, inability to find a proper parking space or = financial=20 hardships caused by fines so not constitute sufficient basis for the = approval of=20 an appeal.

B. &n= bsp; =20 Students have the option of either appearing in person, with = witness,=20 before the Student Government Association Judiciary or entering a = written appeal=20 only.

C. &n= bsp; =20 All faculty, staff, and contract employees must file appeal forms = at the=20 Public Safety Office within three days receiving the citation. Failure = to file=20 an appeal within three days forfeits all rights of appeal.

=20 RESTRICTIONS

A. =20 Campus streets or = grounds=20 may not be used by any firm or corporation of persons for commercial or=20 advertising purpose without proper authorization.

B. =20 Excessive noises by musical instruments, loudspeakers, faulty = mufflers or=20 muffler cut outs are prohibited on campus.

=20 SPECIAL

A. =20 On special occasions (i.e. sporting events, concerts, graduation, = etc.)=20 emergency parking and traffic limitations may be imposed by the Public = Safety=20 Department as required by the conditions that prevail.

B. =20 Students, faculty and staff using the University Lake recreation area will park = in the=20 parking lot provided; any overflow will use the parking facilities on = main=20 campus. It is expressly prohibited to park on the Perimeter = Road.
